I can't imagine it working with just a wipe when to properly restore them needs a significant level of abrasives.

You generally need to remove the top surface as it is discoloured and there is no way to recover but needs removing. (I used to have a UV Spray and a UV Oven to bake the finish, but sold that over a decade ago (never used on lights anyway, just wheels).
The only real fix is to buy new headlights.
