Santander advice

We have the chance of a very short 7 day, round trip around Santander. As we have never been before can anyone suggest places to stay and explore?
We will be going late February or early March.

Picos de Europe , can’t remember how far exactly but lovely mountainous region.

I’ll be close to there, passing through Irun, early March. Wouldn’t the weather still be very cold still?

I've been in Northern Spain in March. Weather can be really nice
