Just came across this that suggests that most of you have incorrect registration documents if over 3.5 tonnes.
So being a M1 class vehicle you should be PLG, Not PHGV. PHGV is "N" class.

Information from,

2.5. “Special purpose vehicle“: A vehicle of category M, N or O for conveying passengers or goods and for performing a special function for which special body arrangements and/or equipment are necessary.​

2.5.1.
Motor caravan“: A special purpose M1 category vehicle constructed to include accommodation space which contains at least the following equipment:

(a) Seats and table;

(b) Sleeping accommodation which may be converted from the seats;

(c) Cooking facilities; and

(d) Storage facilities.

This equipment shall be rigidly fixed to the living compartment; however, the table may be designed to be easily removable.
 
The devil is in the detail AFAICT. Categories M, N, O etc. do not necessarily align with the PLG and PHGV classifications. The former denotes the use to which the vehicle is put. The latter denotes how the vehicle is taxed for VED purposes. Page 6 (of 9) of the linked DVLA PDF refers to, "M1 vehicles with no type approval or no CO2 emissions figure on the final type approval, such as motorhomes, kit builds and multi-stage builds" and the flow chart given states that, if the vehicle is to be taxed in accordance with the pre-2017 rules and is over 3.5 tonnes then it is to be taxed as "PHGV". The big problem exists if the converter has been mad enough to obtain a final type approval with a CO2 emissions figure as that opens up a whole new world of taxation pain...
