Do we need one for Europe?

And if we do where is the best place to get it, Google not much use.

You don't need an ETA for Europe, because ETA applies not to Europe but to the UK. The EU is introducing a system, but it has been repeatedly postponed. Travelling to the EU this spring, you should not require an ETIAS. https://travel-europe.europa.eu/etias_en
