If only one of each, yes, they would have to be swapped over before the van could be UK-registered. If two of each fitted, which is the case with many vehicles, there is no problem.

Are reversing lights an actual legal requirement?

They are when you go for IVA on importing the vehicle! You also should have little stickers on the windows that say there is a seatbelt available for this seat
