How enforceable is this PCN

This is my second, the problem is when I get there sometimes there is nowhere to park even before 7am as a lot of the cancer patients need prep early, and usually due to the treatment I need to get to a toilet after having travelled at least an hour.

This has just been cancelled but I'd like to know for the future.

Me and Bill have had the same problems I have had 5 hospital appointments in 3 weeks when we get there there is absolutely no spare parking although we would never park in an ambulance bay we have been parking on double yellows in the carpark after looking at who gets the fine money NHS trust or a private parking company it turns out at this particular hospital the trust gets most of it so we took the view of if we get fined we will just pay up and think of it as an NHS donation but so far we have got away with it.
 
Parking seems to be a nightmare at hospitals now. Couldn't find a space yesterday intitially and so just dropped off and when I tried again an hour later still no places so had to just abandon the car in a safeish place in th car park for an hour or so :(
 
My problem is once I get there I'm in need of a loo and I have to get the scooter out too, there is a multi storey car park but thar is full by 6am, and not a safe place to be on a scooter.
 
The hospital I have to attend has just started major construction work and as a consequence have closed two car parks and reduced the others to short stay (90 mins max) itdoesn't affect thetwo car parks for disabled blue badge holders, there is a car park a little distance away for use by hospital users with a park and ride in operation to the hospital, last time I attended I was in the van so couldn't access any of the car parks as it's too big so I parked outside the cancer unit in a drop off parking space fortunately I was only ther for a blood test so was in and out within 20 mins. The major construction work going on is to build a multi story car park which everyone said was needed when they built the hospital.
 
First of its an invoice which of course you do not need to pay as you never agreed to any contract, my hospital gives you a free ticket for carpark, but as i said to wife what if someone only had a camper as nowhere to park it as hight is a problem on entering it.
