Ironically, for some activities, hi-viz can be fantastic camouflage. One example is urban geocaching, another is urban exploration. Without the hi-viz, geocachers look suspicious as they search nooks and crannies for a cache. With hi-viz and a clipboard, they look like they're there in some official capacity to carry out an inspection of some sort!
