How would they get your email address form your vehicle registration number?

The poor quality of the text is a clear indication that it is indeed a scam. However, as DVLA does hold email addresses linked to registration numbers (when taxing vehicles, for MOT reminders, etc.), it is not beyond the bounds of possibility for an email address to be obtained from a registration number - just depends on whether DVLA can (GDPR) or would provide it.
 
I find it hard to believe they have over 96000 parking attendants. Must be a big concern, strange I’ve never heard of them.

Official documentation would not have a spelling mistake, they can't spell reference!.
Also there is no address of where this offence has taken place, this is a very poorly created scam email.
 
FWIW, this sort of thing is one of the reasons why I give a different address to each organisation that want my email address. That way, I know who's been careless with my details and can block any address that attracts a lot of spam. It also lets me check whether a message was sent to an appropriate address. For example, I'd know that the phishing spam in the OP was spam because it wouldn't have been sent to the address I gave DVLA. Similarly, I know that all those Paypal scam messages are bogus because they're not sent to the address that I gave Paypal.
