I often wonder how much money the DVLA makes from being complicit in these situations
The entire problem would go away if these crooked operations didn’t have access to information that the ordinary honest bloke on the street would never be able to access.

The profit and business model for these businesses genuinely seems reliant on creating reasons to issue a PCN rather than from the parking cost

I don’t think a voluntary code of conduct will work they need proper regulation.
