Looking for a bar to secure a bike to the cycle carrier

I removed my cycle rack for a month trip in Europe and it occurred to me that it's no use securing your bike to the rack if you don't figure out some way of preventing the rack from being removed from the camper. With my Fiamma it only requires the application of one 10mm spanner and you can have the bikes and the rack away in your rusty old white Transit with bald tyres and no rear lights.
I suppose you ( I ) have to drill through the four mounting points and fit four padlocks.
 
Don't advertise your wealth on the back of a van.
