Don't think that's true, Ken, otherwise we would have national ID Cards. Similarly, for 'acceptable ID' purposes, one can produce a Passport and/or a UK Driving Licence, and if you have neither, the fun really starts with bodies such as HMRC who want 3 answers to questions specific to your credit history [but none relating to any savings or investments, so if one has oodles of savings accounts/cash/Bonds et al, but no current account, one is truly stuffed]. You only need a Driving Licence to drive a vehicle; you only need a Passport if you wish to travel to/from UK; the ID criteria are ancillaryapart from the media playing it up they have only enforced a rule that has always been there ie if you wish to be treated as a british citizen you must have a current uk passport , people let them lapse thinking they can renew them at any time not as easy as that
