No amps

I have fitted a new MTTP controller and it is showing 23 volts from the panel but zero amps. The screen is flashing as if it is charging. Any help would be appreciated.

Are your batteries full or do they need a charge. The controller won't show big amperage unless the batteries need it.

It is a new battery fully charged.

It's probably as Edina says, and confirmed by you having a full battery - no place for any power to go and when there is no demand but it is in light, the panel voltage goes upto to its maximum usually.
Whack some load on to use some battery energy and see what happens

Did you connect the controller to the battery first ,then the panel to the controller, on some controller's this sets the controller to 12 v ,What controller did you buy ?
