Passport application nightmare

Is all this referee stuff needed for just a passport for someone who has not had one before? or any renewal?
I have had one before but in 89, so it's not on the system.
 
I did quite a few of these for customers when I was working but it seems that as I'm now retired I'm no good for it anymore. Obviously retiring from work means I am no longer a fine upstanding member of the community.

DVLA have sent my driving licence renewal form back, saying that I hadn't enclosed all I should have done. I rang them up and asked what was missing. Went through it all and established that nothing was missing, it was all there, and "The clerk shouldn't have sent it back, please return it all".

So that's another £7+ in the pockets of the Post Office.
 
My son had booked to go to Laos with his wife in October. He discovered she needed a new document (not widely publicised) as the airline's won't necessarily accept the digital confirmation of her settled status so she risked not being allowed back into uk. This document would take six months to produce, he was assured, no way of even paying to speed it up....(why? As just confirmation of what already granted). This was three months prior to leaving. He cancelled flights and rebooked holiday time off, losing £2000. The document then came through in just over a week....but he had already cancelled everything! And it is only valid for a year instead of five, "as a new version is being developed" !
 
We seem to be incapable of joined up thinking in this country, Ireland, Scotland and Wales seem to be able to manage fine but England is like a third world country and getting worse, there seems to be no will to make our lives easier, just ban everything, make it expensive or just plain difficult.
