She can’t go outside yet as she still needs her 12 week injections
The main risk to puppies is from the urine of foxes and unvaccinated dogs so unless your garden is frequented by those, she should be safe. She will also have some immunity from her mother, provided she was vaccinated.

However, it's a good idea to get her out, tucked into your jacket or in a sling or similar. As long as she isn't on the ground, she will be safe. Getting her out now will start getting her accustomed to the sights, sounds and smells of everything, from a safe place. That will help build her confidence and its the start of her socialisation in the vital first 16 weeks of her life (after that, her brain physiology will change and she won't be so open to brand new things). Socialisation is about exposure to, not interaction with, new things. It's not about letting her run around with other dogs, it's about letting her encounter the things she will come across in her life. So, for example, sirens, tractors, people in uniform, children, men with beards, people of colour, bridges over running water, walking on sand etc etc.
