No it isn’t, you shouldn’t leave dead ends with gas. Pipe should be disconnected and blanked at the manifold. The disconnected pipe can be left in place in case it’s ever wanted to reconnect

He only said "Take the pipe out back to the manifold" no mention of blanking off if you did as he put it, then anyone could just turn the gas on again even accidentally, so I stand by my comment.
