So Victron last night at sunset was showing 99% SOC and KS Energy battery was on 70% SOC this morning it's on 45%. They were set to the same a couple of weeks back. Cannot understand why when the KS Energy battery gets to 70% it seems to stop. I am wondering if it needs completely discharging and recharging. I looked at the 4 cells in the battery when it got dark and they were showing 3.32v which is about right for 70% SOC. If I put the EHU cable in then it will charge to 100% SOC so is it a problem with the settings for the Victron 100/30 Solar Controller.

Well .... given the basic question, the basic answer would likely be Victron as the BMS on the KS Energy is pretty poor in terms of consistancy.

Solar is very variable in terms of power delivery so if it were me, I would plug into mains and let the charger run until it stopped. Then unplug it and plug it in again 30 minutes later (in case it switched to float mode due to time rather than current).
That way you will be pretty sure the battery is genuinely full - and then look at the SOCs from KS and Victron.
