solar panel charging issue

hi folks, 1st post and just joined. i have installed 2 x 100w mono solar panels with a dual pwm charge controller. the 1st battery bank charges fine. the 2nd battery doesn't. once the charger is connected the charge from controller gradually increases from 13.2 v up to 14.5v within a minute and then cuts out and flashes fault. i rewired the controller to charge the battery 2 and 1 the other way round and the fault stayed with battery 2 so i know the controller is ok. i'm at a loss as to what this problem could be. any advice and help please ?

Did you connect the controller to the battery before connecting the solar panel to the controller , connecting the controller to the battery first sets up the Parramattas of the controller .have you connected the 2 panels in series 24v or parallel 12 v , if you are on wildcampin lots of history on sp fitting
