Tow car in France?

While traversing A28 at Le Mans, a French plate motorhome passed me towing a tow car, four car wheels were on the road, I thought cars had to be secured on top of a tow trailer?

The yank one is on British plates the tailer and car on Kermit plates

Dave, that is the motorhome that was parked on the long stay car park at Villa Real de San Antonio ,when we stayed there with Pat and Lore he was parked at the side of me and a real miserable so and so, I think he is French and his wife is English
