Going back to the reporting issue, it will all depend on where the car park is etc. It’s not a police matter, but every local council has a environmental health section or other suitable name. A lot of Council websites also have web pages where you can report fly tipping. So my advice would be find out the local authority for the area and checkout their website for reporting unauthorized fly tipping. They will prosecute if the evidence is there.

My take is speak to the offender politely and walk away,
reporting to authorities in any way shape or form just adds to their total hate of Motorhomes and your just handing them evidence on a plate we need to try to make our hobby self policing and posting this stuff all over Faceache and Forums does us no favours just my opinion.
 
Regarding the "I would like to think ..." comments, I would like to think I am not daft enough to confront some person who if willing to carry out one tasteless act, could easily be happy to carry out other more dangerous ones.

Two sides to that argument if it’s one motorhomer being seen to flag up the undesirable activities of another, the other take is that self policing will not work with some people whereas a hefty fine (which is what it would be) would possibly be more of a deterrent in the future. Always difficult to call when we didn’t witness it in person, but either way the cleaning staff wouldn’t be happy if the refuse sack burst!

I’d like to know where this hefty fine is coming from as there seams to be nothing in the system to issue such a fine.

That’s fair comment and another reason why I said it is too difficult to be judgmental on forum thread if we weren’t there to see what was used etc, but being biodegradable and suitable for standard bins where the contents are not handled is one thing as opposed to layby bins that have to be manually emptied, but hey, perhaps it was a burst proof bag ?
 
Since Annie asked, human waste is classified as a hazardous material by the HSE unless dealt with in a proper and controlled manner. Disposal of a carrier bag and cassette contents into a bin that has to be emptied manually would not be a proper and controlled manner, particularly as the operatives would not normally use face masks as required at a sewage works. As such it would constitute fly tipping and this is the current fine level..............

Fly-tipping is a criminal offence punishable by a fine of up to £50,000 or 12 months imprisonment if convicted in a Magistrates' Court. The offence can attract an unlimited fine and up to 5 years imprisonment if convicted in a Crown Court.25 Jun 2018

I think I should clarify I don't think emptying a chemical toilet into a binbag and then into a public bin is acceptable in the least, or is anything like disposing of one of those "bog in a bag" bags into a bin.
Those bags are designed for the purpose and contain stuff that absorbs the waste into a non-spillable product, somewhat akin to cat litter disposal (and I put my cats litter tray contents into a bag and then that goes into my wheely bin).
 
Dirty filthy basteward. Don’t think I should get involved in how or where you should empty a cassette after my escapade at Henley last year.I've only got one rule don’t do it when you’re rat arsed. But I’ve been carrying a spare toilet cassette since I started motorhoming works well most of the time? as for Annie burning jobbies in the fire I’m usually the last man standing and Annie beets me every time never smelled a thing cos I’m to pissed just the green and blue flames when her turd catches fire?

I get it but theses councils can’t get on top of fly tipping they really are not going to waste resources by chasing one person for a few litres of regurgitated human waste.
