I stumbled upon a YouTube video that analysed the referenced Times article. (see below). The vlogger suspect the van driver put his van on charge (something that should have taken less than 2 hours) and then gone to the hotel at the same services leaving his van blocking the charge point rather than parked in the area where hotel residents have an exception to the 2-hour rule. As part of his analysis, he noted that EV owners have been campaigning for overstay charging for some time to deter "unthoughtful" drivers from blocking the charge points. Basically, if you have an EV you are expected to return to it and move it as soon as it's finished charging or face overstay charges of up to £1 a minute. I suspect that will apply to those who have to park on the street and must rely on the public charging network -- you'll have to note when your car says it will be charged and get up in the middle of the night to move it (and pray there's somewhere within a few hundred yards you can park).
