Sorry - posted without spotting your update.
My suggestion would be Votronic MPPT 165w controller.
But first check panel voltage in good sun - should be getting on for 20v.
At 14v input to controller I don't think you'd expect much output.

If your solar panel wiring is fed through the EBL, check the fuse on the EBL.

Your controller looks exactly like a steca ,very good controller with lots of on screen info..

Note that some cheap controllers will fail if they are connected to a solar panel without an output load. In case anyone else is looking for an MPPT controller I have a spare Votronic unit which is available at half price, proceeds from which will go to charity.

I've got one of them: I tried it and it worked well, though I keep it as a spare. Seems very good and it's far smaller than the Epever units of the same capacity.
