it is a matter of doing it as cheap as possible with "acceptable results".I don't get why they wouldn't just blast clean the cases and why they didn't have a proper spray setup as they look to do hundreds of them, I know labour is cheap there but rattle cans are much more expensive than proper spraying and the paint is like piss.
Use a spray gun and you need a compressor, you need spray guns, you need to clean them. An aerosol you point and squirt and no more tools needed. when empty, pick up another one.
Put it this way ... if you watch "smart" car repairers the like of chipsaway and others, they will use a proper spray gun and mix paints to shoot the colour on but the primer will be from an aerosol, and quite possibly the clearcoat will also be from an aerosol. I used to use my Devilbis Spraygun for the finishing, but always used Aerosols for the primers.
