I think they are legal in most if not all EU countries, it’s just our misgovernment that makes things bad here. All sorts of dangerous scooters being sold here at present. When they legalise them they will be able to control what is sold a lot easier.

If you want them get them Gordon, mines great, just be aware it’s a potential 6 points, driving/riding with no insurance in the U.K.
