Or perhaps, as it seems to be 'almost' parallel to the wheel, has the stub axle bent?

Optical illusion when the front wheels are lifted off of the deck they go in at an angle due to all the stuff that connects them to the suspension and steering gear.

When the wheels are back on the floor they then sit upright ..
